Re: The Protecting Youth in Sports Act
The Protecting Youth in Sports Act (Act) will come into force in Manitoba on April 1, 2026.
Effective that date, all Provincial Sport Organizations (PSOs) and prescribed associations will be required to formally adopt and implement the provincially mandated safe sport policy manual, which includes:
1. Code of conduct and ethics policy;
2. Discipline and complaints policy;
3. Alternate dispute resolution policy;
4. Appeal policy;
5. Respect in sport policy; and
6. Coach screening policy – minimum requirements.
These policies establish clear and consistent standards for behaviour, complaint management, discipline, dispute resolution, coach education, and screening. They apply to the PSO and to all sanctioned clubs, teams, programs, and individuals operating under the organization’s authority. These mandated policies must be adopted in their entirety and may not be altered in any way.
The Act introduces legally binding, province-wide requirements designed to strengthen safeguards for young participants and support safe and positive sport environments across Manitoba.
By establishing a consistent provincial standard, these requirements reinforce our shared responsibility to protect youth and maintain public confidence in the sport system. We appreciate your leadership in ensuring these standards are upheld within your organization and throughout your membership.
